The Rotherham United chairman supports manager Warne's preference for full deals rather than relying too heavily on the loan market.
And he'll back the boss if the right targets become available before next Thursday's January 31 deadline for recruitment.
“If the manager comes to me and asks for funding to bring in a player, the answer is 'yes',” Stewart said.
“He wouldn't come and ask me for £10 million. We live within our means. But will we invest? Yes, we'll always invest.
“We've never had a budget. There's no set amount for spending. It's always been that way.
“The manager's thoughts, and I agree with him, are that he would like to get more players on Rotherham's books — permanent transfers rather than loans.”
So , not for the first time, in fact far too many times the person or people in charge of transfer dealings have FAILED TO DO THEIR JOB.
In ANY normal business they would be sacked.

The board at RUFC have certainly stirred up a sh!t storm. It wasn't too difficult for them as they seem to be getting well versed in such an activity.
As for dishing out P45s? That ain't gonna happen. It would cost too much to take on a new head coach. RUFC splashing the cash? No, that only exists inside the realms of fantasy football. Anyway, who in their right mind would want to take over at NYS?

I hope this doesn't sound melodramatic but as a supporter yet again I feel betrayed by the club hierarchy, the club put out Warnie's excuses for the **** up of a transfer window at 2301pm last night, a full ONE MINUTE after the window slammed shut so to me getting the article & video together & edited would have taken at least a couple of hours ( I suspect longer) but decided to keep fans hoping until the last minute. Why does RUFC management find it so difficult to be honest with their paying customers? I would be happier & more understanding if TS & PW told the truth at least 24 hours before the window closes, something along the lines of " we won't pay Championship wages, we do not have unachievable "PL" ambitions, we have not put bids in here there & everywhere, we did try for an 18-year-old from Leicester's U21s with 20 minutes 1st team experience" etc
I'm sorry if this rant upsets the happy clappers but unless TS either puts the club up for sale or sources significant outside investment we will remain a small time club with no ambition flittering around the bottom two tiers with an occasional nine month jolley into the Championship with the added excitement of "doing a Chessy" if Tony decides to walk away or get bored.
I am one of the happy clappers I have already forgot about yesterday wish we could have fetched 3 decent players In not to be. Looking forward to the match tomorrow I am trying to be positive we might get our first away league win in yonks now that might cheer us up a bit.
Hope we don't come back with any injuries I am talking about our away supporters.

Why does somebody have to be blamed or sacked? Its a no brainer that we would have liked to improve the squad and improve the quality that we can put on the pitch. I am sure that would apply to all clubs. What I take from it is that we have identified players who were available and who we thought would improve us, but for one reason or another couldn't get them in. That might be because of wages demands or other clubs coming in. There is a reason that so much of the business done in the window is done on the last day - it is that players and agents want to weigh up all options. What do supporters expect us to do? Get anyone in for the sake of it even if they are no better than we've got? Get a crock in who isn't up to it? Get a kid with no experience in? Break the pay structure on someone who wants to be a big fish in a small pond (and p off the players we have already got? Maybe another Blackstock or a Brandon Barker would have done the job? They are probably our options with what we can afford. We got in a League Two player who might have a chance at a higher level and a lots of supporters have metaphorically rolled their eyes at that signing. Its simple isn't it - we can't attract the sort of player that we really need and who the supporters want to see signed eg a genuinely good proven Championship quality player. We just can't. I am sure that Warne would love to have better players to put out on the field. I am equally sure that Warne and Stewart are desperate for us to stay up. Does anybody really think not? Maybe (just maybe) people have done their best but we just don't have the resources at our disposal to get players in who would make a difference. I'll be honest, I'm totally fed up with Millers fans leaving games early, barracking their own players, booing when we lose to quality opposition, having a go at a manager who has put some pride back in the club, and questioning the commitment of a bloke who not only took us out of the nightmare that was League Two/administration/DVS but has delivered on a bold vision to put is in a much better place and on a sound financial footing. The complaint as I understand it is that despite all that Stewart has done, for some people he is at fault for not doing more and putting in the tens of millions more that would be needed to make us a real Championship club. Whilst I get that Stewart doesn't help himself with his talk of Premier League ambition (he makes a rod for his own back with that), I honestly think that the moaning and groaning is pathetic and doesn't reflect well on us. We are fourth from bottom and in with a chance of staying up which would be an amazing achievement. Can we not get behind that instead of looking for people and things to criticise?
I take on board everything you have said & I echo your views regarding we fans having a lot to thank TS for but we as fans have opinions that are just as valid as yours & the other happy clappers. The club grafted hard to regain their Championship status at the first time of asking & for what? To throw in the towel in January?
I am not alone in thinking that everyone employed by RUFC are preparing for a League 1 campaign in 2019/20, the mere fact that Warnies excuses article & video hit the OS ONE MINUTE after the window closed at 11pm. We are being treated like mushrooms by the club, fed s**t & kept in the dark & if you're happy with this fine, go for it smiler.
My first visit to Millmoor in 1972 v Wrexham ( 1-1 draw) & have seen ENDLESS opportunities for us to grow as a club that has been missed so this is just the latest one.

PS There is no truth re the unicorn mentioned in the above post. Word has it that the unicorn has been sidelined until further notice. Something to do with a dispute with an agent over appearance money. There will be no new striker making an appearance either. No unicorn, no striker. Apparently they come as a package. That's life. It would have been funny if it wasn't so serious. Apologies to everyone. It was not my intention to mislead anyone.

We all have opinions... and no disrespect to anyone’s.. but the January window was a month not one day, and not only that but deals should have been lined up before the window opened.
If it's someone's job to sign players, and they don't, they are not doing their job properly.
It doesn't matter how hard they try, ANY job is paid on achieving what your role is supposed to do.
and whilst we all appreciate that we are in the championship.. and support the players and the manager we have, we all can see that to stay here would take just that little bit more, and we are not seeing it.
ANY business survives by doing things properly, not from not quite doing enough but with good intentions...
Like everyone else was totally disappointed that we didn't sign the striker and winger.
Apparently they went to a bigger club.
Why it could be money the perception of Rotherham as a small club. Could be the tactics that warne plays Could be either of those , a combination or all three.
It's a reality that we as fans hate as we love our club passionately often putting the match before family events and taking the flak for it.
No one doubts Warne loyalty or passion he has for the team. And no one has been in grateful to ts for the stadium.
But is this the extent of his vision yes he speaks of a dream. But the. He contradicts himself saying there is no set budget but in reality there must be. Or we would have signed who Warne wanted.
Warne has to take step back listen to the fans come up with a new approach to games home and away. We have played all the teams once. So they know our game plan. Time to man up change the formation formation and attack
Play 3 5 2 we have the players or go 4 3 3 again we have the players. You say we need wingers yet we play too narrow other teams have put their wingers on the touchline to expose this time and time again

Just a point of order on the striker comments on here.
The striker they were after on the last day was a premiership fringe player,the clubs agreed the financials but the player decided he would rather stay and not play rather than come to us.
I don’t think we can blame Warne for that.
Another player wanted to come and it looked nailed on but his club decided they would keep him.
Again Warne not to blame.
A couple of others decided they would go to other clubs rather than us.
These are the problems Warney faces.
We are not attractive to Championship standard players so it’s very difficult.
Thats another interesting point NY. It also seems to be the case that when we do get decent players in on loan who do well for us, enjoy their time here and would, if offered, like to stay, we can't or won't offer them agreeable terms so they go somewhere else. I'd suggest that that is the clubs fault.
We loose out which ever way we approach recruitment it seems, they either don't want to come here or they're already here but we let them go.
We're going to need Warnock's luck when he was here to stop up. Need to keep all our main players fit & hope Williams & finially Newell comes good. Let's face it we can only play with one up front, if anything happens to Smith would have to chuck Wood up front. Hope today Newell is back, that's our problem position, left wing.
