Sorting through some papers I came across a blueprint for a revised structure of English football proposed by Alex Flynn in The Guardian in December 2001.  He proposed a Premiership 1, Premiership 2, and below them three regional leagues, North, Midland and South.

Rotherham were in Prem.2 along with Gillingham and Manchester City among others.

Sheff. Wed., Hull and Wigan were in Regional North.

Stoke, Bristol City and Swansea were among Regional Midland clubs.

Brighton, Brentford and Bournemouth were in Regional South.

Sounds nice to me.
